1. The Commissioner of Public Safety established good cause to believe that appellant violated the "total abstinence" condition
imposed upon his driving privileges where the Commissioner presented evidence including written statements made by individuals
identified in police records that appellant had consumed alcohol both before and after he was involved in an automobile accident.
